Background of the Study
Employers play a crucial role in ensuring workplace safety by complying with occupational health regulations. These regulations are designed to minimize workplace hazards, promote employee well-being, and improve overall organizational performance. However, employer attitudes toward these regulations can significantly influence their implementation and effectiveness (Okafor & Bello, 2023).
In Kebbi State, many organizations operate in industries with high occupational risks, such as manufacturing, construction, and agriculture. Despite the presence of occupational health laws, compliance levels vary due to differing employer perspectives on their necessity and impact. Some employers view these regulations as essential for protecting workers, while others perceive them as an unnecessary financial burden (Adeyemi & Yusuf, 2024).
Understanding employer attitudes is essential for improving compliance with occupational health regulations. Negative attitudes, such as resistance to safety measures or reluctance to invest in employee health programs, can hinder the effectiveness of regulatory frameworks. This study seeks to examine employer attitudes toward occupational health regulations in Kebbi State, identifying factors influencing their perceptions and proposing strategies to improve compliance.
Statement of the Problem
Despite the existence of occupational health regulations, compliance remains a challenge in many organizations in Kebbi State. Some employers prioritize cost-cutting measures over employee safety, while others lack awareness of the benefits of occupational health programs. Resistance to regulations often leads to unsafe working conditions, increased workplace accidents, and reduced employee well-being.
Limited research has been conducted on how employer attitudes influence compliance with occupational health regulations in Kebbi State. Understanding these attitudes is crucial for policymakers to develop targeted interventions that promote better compliance. This study aims to investigate employer perceptions of occupational health regulations, the barriers to compliance, and potential strategies for improving adherence.

Scope and Limitations of the Study
The study will focus on employers in various industries across Kebbi State, examining their attitudes and compliance levels with occupational health regulations. Limitations include potential reluctance of some employers to participate in the study and variations in regulatory enforcement across sectors.
